Dr. Saleemul Huq
Chairman ,BCAS

Dr. Saleemul Huq is the Chairman of the Bangladesh Centre for Advanced Studies which is the major non-government research and policy institute working on environment and development related issues in Bangladesh. He is a leading environmental planner at national and international level having worked for numerous international agencies on global environmental issues. He has advised national government planners and international funding agencies on environment and climate change programmes.Currently with the International Institute for Environment and Development (IIED), as director of its climate change programme. He worked on Advisory position to the World Bank and Asian Development Bank on Adaptation to Climate Change.

Dr. Atiq Rahman
Executive Director, BCAS

Dr. Rahman is a leading Environment and Development Specialist with wide national, international and global experience and involvement in sustainable development, environment and resource management, poverty and equity, disaster management, peoples participation, global governance and modelling evaluation issues. He is also working on capacity building, optimal capacity utilization, methodological and institutional development in developing countries and communities. Besides being the Executive Director of the Bangladesh Centre for Advanced Studies (BCAS) which has emerged as the leading think tank in Bangladesh and also in South Asia on Resource Management, Environment and Sustainable Development issues. Dr. Rahman is an author and consultant on environment, sustainable development issues and on global planning.

He is also the member of International Advisory Committee of the Secretary General of the World Conservation Union (IUCN) on Sustainable Development and was elected Vice Chairman of working group on Environment, Trade and Investment (GETI) of the IUCN Commission on Environmental, Economic & Social Policy (CEESP). It is an outcome of World Summit on Sustainable Development (WSSD) 2002. He was the organizer of the Pugwash input in WSSD at Johannesburg.

Mr. Mujibur Rahman 
Senior Research Fellow, BCAS

Mr. Mujibur Rahman has over 35 years of experience. He has served in top management and administrative jobs both with the Government as well as with international agencies (UNHCR/UNDP/UNFPA/UNICEF). 

Mr. Mujibur Rahman has also wide experience in private sector projects conducted by BCAS during the previous years and he has been working in the project of industrial pollution in Kaliakoir, where a cluster of twelve industries are causing pollution problems in the vast area. 

An Officer of Bangladesh Civil Service (Administration) Cadre, Mr. Rahman served in various high civil service positions, including his service as Director-General Department of Social Welfare. As DG Social Welfare, he has been associated with both formulation and execution of policies and projects pertaining to the Social Welfare sector of the government involving children, women and low income-group people. He was also Joint Secretary, External Relations Division, Cabinet Division. In the latter two capacities, he has travelled widely with inside and outside the country. 

He also worked as Secretary, Bangladesh Power Development Board (BPDB) for four years.  

He worked as Management Consultant/National Advisor in the MDU Project of the Ministry of Health and FP. A very relevant work in the management sector has been his involvement as consultant for management improvement in the Family Planning and Primary Health Care Sector. 

Mr. Liaquat Ali
Senior Research Fellow, BCAS

Mr. Liaquat Ali has vast experience in project identification, planning, designing, implementation, monitoring and evaluation including survey/investigation/studies on fisheries resources, aquaculture and fisheries related aspects, socio-economics, fish consumption, fish processing and marketing, stock assessment, fish catch assessment and production estimate. He is also an expert on policy formulation and institutional development, formulation and implementation of fisheries laws and regulations. He has also reviewed fisheries sectoral activities including policy, legal and institutional issues, open water fisheries (inland and marine) management and development, stock enhancement and floodplain stocking, Study of the livelihood and socio-economic condition of fishing community. He has experience on aquaculture (fish and coastal shrimp culture) management and sustainable development, extension and training, impact assessment of different types of aquaculture and fisheries management practices and manmade and natural intervention on fish population, fish production, socio-economics, fish consumption, ecology and environment, biodiversity etc. He has prepared scientific papers, status paper/report and review paper/report on different aspects of fish and fisheries and related activities. He has experience to work with Remote Sensing Technology for resource assessment and monitoring. He has participated in a number of national, regional and international seminar, symposium, workshop and conference. As head of organization (Director General, DoF) and National Project Director of a number of donor funded large projects he has proven experience on administrative and financial aspects including maintenance, coordination and liaison with different national, bilateral and international organizations.  

Dr. M. Eusuf
Senior Research Fellow, BCAS

Dr. Eusuf is a leading personality in energy science and technology with wide national, international and global experience. Since 1964 he has been associated with research on and development & dissemination of energy technologies in Bangladesh Council of Scientific and Industrial Research (BCSIR). He has got 79 research and review papers published in national and international journals, 12 patents on energy technologies granted by Government of Bangladesh and 5 technologies leased out for commercial exploitation. Under his guidance, renewable energy technologies such as efficient stoves, low cost biogas plants, solar water heaters, solar cookers and biogas-based electricity generators have been developed and these technologies are now being disseminated by BCSIR in the rural areas. Under his supervision over 5000 rural youths (male & female) were trained on the above technologies.Dr. Eusuf has wide experience in assessment of energy utilization and natural resource management practices in rural and urban areas of Bangladesh. As team leader, he was involved in the solar PV project in Narsingdi (completed in June 1998) implemented by Rural Electrification Board. He has been a consultant on energy projects to GOB, IDRC, FAO, UNDDSMS, World Bank, UNDP, ADB, REB and some NGOs. He served the Dhaka University as a part-time teacher in the Bio-chemistry Deptt. from 1966 to 1977 and worked as Humboldt-Fellow at the Gottingen University, Germany, 1970-72. He had been the Editor of the research journal (Bangladesh Journal of Scientific and Industrial Research) from 1966 to 1986.As a Senior Fellow and Head of Energy Division in Bangladesh Centre for Advanced Studies (BCAS), Dr. Eusuf is currently engaged in the design preparation, implementation, monitoring and evaluation of energy, environment and training related projects.

Dr. Moinul Islam Sharif
Senior Research Fellow, BCAS

Dr. Moinul Islam Sharif has experience in environmental assessment and evaluation, guidelines development, industrial consultancy, feasibility studies, designing installing chemical plants of various nature over the last 25 years. He is now actively persuing projects on awareness building on environmental issues with the private sector directly and through Business and Industry Chambers in the country specially for the leather and textile sectors as well as NGOs on socio-environmental issues. He is also currently involved in training programmes on Environment Management System and Cleaner Production Technology for Pharmaceutical and Textile dyeing and finishing industries. He is also involved in Energy Studies in terms of Power and Gas sectors for international clients and research groups. He was the team leader in preparing the country report on hazardous waste management for World Health Organization (WHO). 

He was a team member on the study “Cost of Electricity Outages in Bangladesh” completed in the year 2000 funded by World Bank. He is currently involved in projects with the Business Chambers and Bangladesh Garments Manufactures and Exports Association to assess and suggest improvements in environmental practices, social standards and occupational health and safety. He is also currently the Coordinator on behalf of BCAS on the project “Improved Performance of Bangladesh’s Energy Sector”, the prime consultant of which is PA Consulting USA and the project is being funded by USAID.

Mr. Khandaker Mainuddin
Senior Research Fellow, BCAS

Mr. Khandaker Mainuddin has experience as researcher/consultant in conducting feasibility studies, monitoring and evaluation studies, impact assessment, social assessment, business and economic forecasts, macroeconomic analysis, financial analysis, appraisal and planning of different sectoral projects and programmes including those of energy, environment, health, fisheries, education, infrastructure, agriculture, micro-enterprise, industries for 25 years. His experience also involve planning, designing and implementing large scale sample surveys, processing and analysis of both quantitative and qualitative data generated though surveys and PRA techniques. He has been coordinator and lead consultant of study teams representing multi-disciplinary fields for a number of studies.

Mozaharul Alam
Research Fellow, BCAS

Have working experiences with multidisciplinary team of expert in the field of climate change, environment, natural resource management and GIS. Have working experiences of use of General Circulation Model (GCM) and MIKE11 (hydrodynamics model) outputs of which have been used for GIS modelling to predict present and future level of inundation due to climate change and sea level rise. Have working experience of use of COMAP and IPCC methodology for assessing greenhouse gas emission from energy, agriculture and forestry sectors with their potential mitigation options.

Involved in a number of studies where different models were used for vulnerability assessment, assessment of greenhouse gas emission and mitigating GHG from agriculture and forestry sector. Noteworthy studies were “Bangladesh Climate Change Country Study under the US Climate Change Studies Programme”, “Assessment of Vulnerability of Coastal Areas to Climate Change and Sea Level Rise; A Pilot Study in Bangladesh” and “Asia Least-Cost Greenhouse Gas Abatement Strategy (ALGAS) study, Bangladesh”.

Dwijendra Lal Mallick
Research Fellow, BCAS

Mr. Mallick  has been working as a Research Fellow at Bangladesh Centre for Advanced Studies (BCAS), an independent research and policy institute in Dhaka for more than 10 years. He has been trained in Sociology and gathered wide ranging experiences of conducting social research, (using both quantitative and qualitative methods and tools including PRA and RRA), monitoring and evaluation of project activities, conducting Social Impact Assessment  (SIA) and Environmental Impact Assessment (EIA) and information dissemination and documentation.

He was involved in many of the socio-economic and environmental studies and projects undertaken by BCAS in collaboration with a number of national and international research and academic institutes. The major institutes, he worked with, included: the Environment Centre of University of Leeds, Anthropology Department of University of Durham, CEMARE of University of Portsmouth and University of South Bank from UK, Environmental Resources Management (ERM) of USA, Anthropology Department of Dhaka University  and Integrated Research and Development (IARD).

Sarder Shafiqul Alam
Research Fellow, BCAS

Sarder Shafiqul Alam is a Research Fellow of Bangladesh Centre for Advanced Studies (BCAS) and has over 15 years experience of research and monitoring. He supervised and conducted a number of projects both research and monitoring in various aspects including water, fisheries, forestry, socio-economic, rural and urban environment, and development works in Bangladesh. His particular responsibilities were Consumer Survey, Demonstration, Motivation, Promotional Activities, SHS Installation and Demonstration, Preparation of Training Manual, Training of Technicians and Customers,  Tariff Structure, Monitoring the Performance of SHS including customer satisfaction, Ministry of Science and Information & Communication Technology.
