Liaquat Ali Description of Project: DFID, one of the donor of the Fourth Fisheries Project of DoF had been seeking a pro-poor sustainable shrimp farming in Bangladesh under the Fourth Fisheries Project and with this view in mind DFID launced a social and economic feasibility of shrimp farming by engaging BCAS as a local research organization. BCAS undertook the feasibility studies on the following nine different issues of shrimp farming and other three issues were dealt with by the technical staff of FFP. (1)

Legal and Institutional Frame Work of Shrimp Sector in Bangladesh. All the studies were performed properly during 2000-2001 and reports were submitted to DFID. During different review meetings and discussions, it was felt that the study has generated very insightful information of shrimp sector of Bangladesh. In view of this felt need, BCAS proposed to put together all these valuable information into a book, which would be used as a resource document for policy planners and references book for future researchers. DFID agreed to the proposal of BCAS and an agreement was signed with DFID on 3 June 2002 with an estimated of Tk.15,06,500 for publishing a book title “Shrimp Book" based on the above mentioned studies. BCAS took necessary steps for preparation of the shrimp book materials and publication by UPL. Subsequently it was further felt that the shrimp book with only national issues would not command much importance and demand internationally rather it would be more useful and attract at larger international readership if the scope of the book is widen by incorporating global and regional issues of shrimp farming industry. The issue was discussed with Mr. Duncan R. King of DFID, who appreciated the idea of global perspectives and agreed to incorporate global and regional issues in the shrimp book. Accordingly, relevant global and regional issues of shrimp farming with probable authors have been identified and author’s guidelines have been prepared. Almost all the authors have agreed to contribute Chapters for the shrimp book. Chapter titles of different global, regional and local issues identified for the shrimp book are shown in the enclosed Annex-I. Some authors raised the question of remuneration for writing the chapter. This issue was discussed with DFID in August-September 2003 and DFID agreed to allocate additional fund for remuneration of the authors and accordingly revised agreement was signed on 2 November 2003. The total project cost now stands at Tk.23,52,900, which will include authors’ remuneration, publication cost of the book by UPL including Word Processing, Diagram / Map, cover design, indexing etc. and publication ceremony. As per agreement with DFID, the schedule date for publication of the book is June 2004. A few Chapters (2 International, 1 Regional, and 4 National) have so far been received/ prepared and these are being reviewed by the members of Editorial Board. The remaining Chapters are expected by March 2004. Expected Output: A shrimp book titled “Shrimp Farming and Industry : Sustainability, Trade and Livelihoods” containing about 27 Chapters on global, regional and local issues of Shrimp Farming Industry. Time Period : June 2002 - June 2004 For Further Information: Possibility of getting one global chapter on Global Shrimp Price by Dr. Premachandra Wattage of CEMARE, U.K. and one Regional Chapter from Sri Lanka by Sunil Siuriwardena, Director General, National Aquatic Resource Agency, Sri Lanka has been explored and the authors are being contacted. One local author namely- Ms. Khushi Kabir has not yet responded. |
