Industrial Pollution Regulation Dissemination Programme.

Project Title:   Industrial Pollution Regulation Dissemination Programme.
Type of Project Industrial pollution study
Duration:   February- July 1998
Status:   Completed
Partner Organizations:   The World Bank- Dhaka and BCAS
Key words: Environmental conservation act 1995 and rules 1997, pollution control, industries, guideline.
Main Objective:   To prepare a guideline with a view to enable industry to have quick access to the requirements of the Environmental Conservation Act ’95 and the Environmental Conservation Rules ’97.
Brief Description: Processes (activities, project sites etc.): Recognizing the changed circumstances and the potential degradation of the environment, the GoB found it necessary to upgrade the Environmental Pollution Control Ordinance 1977. The Environmental Conservation Act was passed by the Parliament in February 1995 and came into force in June 1995 repealing the Environmental Pollution Ordinance Act 1977. The MoEF under GoB in a gazette notification published the Environmental Conservation Rules in August 1997. The World Bank commissioned BCAS to translate the Act and the Rules and prepare a guideline with a view to enable industry to have quick access to the requirements of the Environmental Conservation Act ’95 and the Environmental Conservation Rules ’97, a question and answer format is used to make it as user friendly as possible. Methodological approach: Review of the Environmental Conservation Act ’95 and the Environmental Conservation Rules ’97.
Output Results achieved/key findings/outputs: BCAS translated the Environmental Conservation Act 1995 and Rules 1997 and prepared a guideline to the Environmental Conservation Act. BCAS also widely circulated this guideline among the industrialists and policy makers. Lessons learnt by the implementing organisation/s: Follow ups of the guideline revealed that the industrialists and policy makers were keen to regulate pollution for conserving the environment.
